Amends Section 352D-11 of the Hawaii Revised Statutes to establish that the youth commission shall be administered by a youth commission administrator.

Appropriates $81,416 for fiscal year 2019-2020 and the same amount for fiscal year 2020-2021 to fund one full-time equivalent (1.0 FTE) permanent youth commission administrator position.

Designates the appropriated funding as a fixed cost in the base budget of the Department of Human Services.

Authorizes the Office of Youth Services to expend the appropriated sums for purposes of administering the youth commission and covering associated administrative costs.

Effective date is July 1, 2050.
