• Requires the child support enforcement agency to pass through to families receiving public assistance up to $100 monthly for one child or $200 monthly for multiple children from collected child support payments.

• Directs the Department of Human Services to disregard passed-through child support payments when calculating income for public assistance applicants and recipients.

• Increases the maximum fine for employers who fail to comply with income withholding orders or discriminate against employees subject to child support withholding from $250 to $1,000.

• Authorizes an appropriation from general revenues for fiscal year 2020-2021 to cover expenses incurred by the child support enforcement agency in implementing these requirements.
