S.B. 2311 Summary

• Requires University of Hawaii to train all students and employees on Title IX, the Violence Against Women Act of 1994, and UH policies on sexual harassment, sexual assault, domestic violence, dating violence, and stalking.

• Mandates trauma-informed training for UH employees involved in investigating incidents or assisting victims of sexual and domestic violence.

• Requires each UH campus to designate a confidential advocate for students to discuss sexual and domestic violence incidents, with contact information publicly posted on campus websites.

• Requires UH to distribute materials annually to all students and employees about Title IX, the Violence Against Women Act, and sexual/domestic violence policies, and to enter into memoranda of understanding with victim services providers.

• Extends these campus safety and accountability procedures to private colleges and universities authorized to operate in Hawaii, to the maximum extent possible.
