Adds a new definition of "internship or job training program" to Hawaii's fair employment law to include paid or unpaid internships and job training programs that do not create an employment relationship.

Prohibits discrimination against individuals in selection, termination, terms, or conditions of internships or job training programs based on race, sex (including gender identity or expression), sexual orientation, age, religion, color, ancestry, disability, marital status, arrest and court record, or reproductive health decision.

Extends anti-discrimination protections to interns and job training program participants who may not be classified as employees under existing federal and state employment law.

Takes effect upon approval.
