Extends the deadline for each county police department to adopt and utilize an electronic tracking system for sexual assault evidence collection kits from January 1, 2020, to January 1, 2021.

Requires electronic tracking systems to track the status of sexual assault evidence collection kits from initial collection through final storage or disposal, including inventory, analysis at DNA laboratories, and post-analysis storage or disposal.

Mandates that all approved entities collecting, receiving, maintaining, storing, or preserving sexual assault evidence collection kits must be able to update kit status and location in the system.

Requires sexual assault victims to have access to the electronic tracking system to check the location and status of their respective evidence collection kits.

Addresses implementation delays by supporting the use of SAMS-Track, a simplified tracking system being developed in coordination with the Portland Police Department, the Hawaii sexual assault kit initiative, and the Department of the Attorney General.
