Requires the Executive Office on Aging to assess progress made toward policy goals identified by the Long Term Care Commission established under Act 224, Session Laws of Hawaii 2008.

Directs the Executive Office on Aging to formulate recommendations on how the State can meet long-term care policy goals.

Requires submission of findings and recommendations report to the legislature no later than twenty days prior to the convening of the regular session of 2022.

Appropriates funds from general revenues to the Department of Health for the Executive Office on Aging to conduct the assessment and develop recommendations for fiscal year 2020-2021.

Effective date set for July 1, 2050.
