Requires insurers to send 30-day lapse or termination notices for long-term care policies by certified mail, priority mail, or commercial delivery service with proof of delivery.

Mandates that cancellation or lapse notices be marked with "Cancellation Notice" or "Lapse Notice" in large font on the front of the envelope or visible through the envelope window.

Requires insurers to provide proof to the commissioner upon request that notice was properly delivered, including the recipient's name and address, and the date notice was sent.

Requires insurers to demonstrate due diligence in locating and notifying policyholders if delivery cannot be verified through the required methods.

Takes effect upon approval and does not affect rights and duties that matured, penalties incurred, or proceedings begun before the effective date.
