Expands conditions allowing minors to consent to no-cost emergency shelter and related services by requiring that shelter providers be licensed and comply with zoning and safety regulations.

Allows minors to provide valid consent for emergency shelter and services (up to 30 days) when providers cannot contact parents/guardians, parents refuse consent but minor would face harm if returned home, or minor refuses to provide contact information but would face harm.

Grants providers immunity from civil or criminal liability for providing emergency shelter if they demonstrate compliance with the law, unless liability results from gross negligence or willful/wanton acts.

Requires providers to document efforts to contact parents, legal guardians, or custodians and report suspected child abuse or neglect to the Department of Human Services or police.

Directs the Department of Human Services to make every effort to ensure each Hawaiian island has at least one shelter available for unaccompanied minors.
