Establishes a new waste management solution pilot project to be conducted by the University of Hawaii Water Resources Research Center to demonstrate new toilet and sewage treatment technologies.

Pilot project will review and demonstrate technologies at different scales and locations across Hawaii, including individual toilets, multi-unit systems, and community-scale solutions.

University of Hawaii Water Resources Research Center must expedite demonstration projects as part of the pilot project.

University must submit reports on pilot project status, findings, recommendations, and proposed legislation to the legislature no later than 20 days before the 2021 and 2022 regular legislative sessions.

Appropriates unspecified general revenues for fiscal year 2020-2021 to implement the pilot project; the Act takes effect July 1, 2020, and repeals on June 30, 2022.
