Requires the department of public safety to review and update, at least annually, its policies and procedures governing the use of force, weapons, and equipment.

Requires the law enforcement standards board to review the department's use of force training.

Department of public safety must report its progress on compliance with these requirements to the legislature by December 1, 2020.

Notes that fatal shootings by Hawaii law enforcement officers more than doubled since 2015, rising from less than one percent to two percent of the national total by 2019, with the majority of cases involving unarmed individuals.

Takes effect on July 1, 2050.
