• Establishes that vehicles not recovered within 30 days of notice are deemed abandoned and may be sold or disposed of as junk, with proceeds distributed first to cover towing and storage expenses, then to the registered owner or lien holder if found.

• Exempts automobiles clubs and towing companies operating under contracts with automobile clubs, insurers, or motor vehicle manufacturers from the section's requirements.

• Effective date: September 1, 2020.
