Adds the Hawaiian homes commission and the department of Hawaiian home lands to the list of state entities authorized to independently retain legal counsel under Hawaii Revised Statutes Section 28-8.3, exempting them from the requirement that the attorney general provide all legal services.

Allows attorneys employed by the Hawaiian homes commission or department of Hawaiian home lands to practice independently rather than serving as deputy attorneys general, consistent with similar exemptions granted to other state entities like the University of Hawaii and Hawaii health systems corporation.

Makes corresponding amendment to subsection (c) of Section 28-8.3 to exclude the Hawaiian homes commission and department of Hawaiian home lands from the requirement that full-time department attorneys must be deputy attorneys general.

Takes effect upon approval.
