S.B. 2396 Summary

• Requires state agencies' development and redevelopment plans for parcels along the rail transit corridor to include an unspecified minimum percentage of affordable housing units reserved for Hawaii residents who are owner-occupants and own no other real property.

• Exempts the rail transit corridor located in Halawa from the affordable housing requirement.

• Authorizes the Office of Planning to determine that the affordable housing requirement is not feasible or desirable on particular properties and grant exceptions accordingly.

• Establishes the Office of Planning as lead agency to coordinate smart growth and transit-oriented development, including approving all state agencies' development plans for parcels along the rail transit corridor.

• Takes effect July 1, 2020.
