Amends Hawaii Revised Statutes Section 183D-2 to add recognition that game mammals and game birds provide sustainable food sources and support native Hawaiian traditional practices, and that balancing wildlife management with habitat sustainability to protect watersheds is a priority.

Adds recognition that the State's relationship with the ocean requires careful management of land and ocean activities that prioritize public trust responsibilities and protection of native Hawaiian traditional and customary practices under the Hawaii State Constitution.

Requires each state department, office, and agency to update rules and policies by July 1, 2022, to integrate local hunting and fishing industries into food security and sustainability strategies.

Mandates principal department heads submit reports to the legislature no later than twenty days before the 2021 and 2022 regular sessions detailing implementation progress, findings, recommendations, and any proposed legislation.

Effective date set for July 1, 2051.
