SB 242 Summary

• Establishes a task force called "Ann and Kelii's Law" to review medicaid navigation, access, and coverage issues for individuals with autism spectrum disorder or fetal alcohol spectrum disorder in Hawaii.

• Task force shall consist of representatives from state agencies, med-QUEST health plans, legislative committees, developmental disability advocacy groups, and parent-advocates, with membership to be finalized by legislature leadership.

• Task force must submit findings and recommendations to the legislature no later than twenty days before the 2020 regular session, including identification of affected populations and recommendations for policy changes to improve medicaid service access.

• Task force shall analyze and recommend whether a Centers for Medicare and Medicaid Services waiver or waiver amendment is needed to ensure accessibility of sixteen specified services, including assistive technology, vocational services, respite care, and supported employment.

• Department of Human Services shall seek any recommended federal waiver approvals; implementation requires legislative appropriation for increased medicaid expenditures and applies to all medicaid managed care and fee-for-service plans in Hawaii.
