Repeals the sunset date of Act 195, Session Laws of Hawaii 2018, making permanent the amendments to sections 514B-105, 514B-146, and 667-94 of the Hawaii Revised Statutes relating to condominium association foreclosures

Codifies permanent rules clarifying that associations need not rescind or refile notices of default if a unit owner defaults on a payment plan to cure a nonjudicial foreclosure

Makes permanent provisions specifying that association fines imposed while a payment plan is in effect shall not constitute a default under that plan

Permanently establishes "pay first, dispute later" requirements that apply only to common expense assessments, allowing unit owners to request written statements and demand mediation on other contested charges before payment

Takes effect retroactively to June 29, 2020
