Amends Hawaii Revised Statutes Section 453-1 to consolidate the definition of the practice of medicine for both medical doctors and osteopathic physicians into a single, uniform definition.

Expands the definition of medical practice to explicitly include surgery, manual medicine, telehealth, interpretation of medical tests and imaging, and diagnosis of pathology specimens.

Changes the scope of medical practice from treatment-only to include diagnosis, treatment, prescription, palliation, correction, and prevention of human disease, conditions, ailments, injuries, and physical or mental conditions.

Removes the separate statutory definition of osteopathic medicine that was established in 2008, treating osteopathic and medical physicians as having equivalent education, training, and regulatory status.

Takes effect upon approval.
