Repeals the sunset date of Act 196, Session Laws of Hawaii 2018, making permanent the amendments relating to condominium dispute resolution procedures.

Removes the June 30, 2023 repeal date for Act 196, allowing its provisions on alternative dispute resolution and mediation requirements to remain in effect indefinitely.

Makes permanent the amendments to Hawaii Revised Statutes sections 514B-71(a), 514B-72(a), and 514B-161 regarding the condominium education trust fund, binding arbitration, and mandatory mediation conditions.

Takes effect on July 1, 2020.
