Extends state-funded medical assistance and Medicaid coverage for pregnant women up to twelve months following the end of pregnancy, using the same eligibility criteria that qualified them for pregnancy coverage.

Provides additional medical assistance coverage for women and their newborn children for health-related issues arising from the mother's use of alcohol, tobacco, or opioids during pregnancy.

Maintains existing eligibility requirements for pregnant women age 19 or older with family income not exceeding 185 percent of the federal poverty level, including legal immigrants subject to federal Medicaid restrictions.

Appropriates funds from general revenues for the Department of Human Services to implement these coverage extensions for fiscal year 2020-2021.

Effective date is July 1, 2050.
