Establishes a full-time Climate Change and Human Health Adaptation Coordinator position within the Department of Health to direct coordination and implementation of climate adaptation policies related to human health impacts.

Requires the coordinator to facilitate plans and policies addressing temperature-related illness, air quality impacts, extreme weather events, vector-borne diseases, water-related illness, food safety and nutrition, and mental health impacts from climate change.

Directs the coordinator to collaborate with the Office of Planning and other state and county entities to update the Hawaii 2050 sustainability plan regarding climate change and human health adaptation.

Positions the coordinator at the Program Specialist VI level and makes the appointment subject to selection by the Director of Health or their designee.

Appropriates general revenue funds for fiscal year 2020-2021 to establish one full-time equivalent position and cover operating expenses, with the Act effective July 1, 2050.
