S.B. 2432 Summary

• Removes the requirement that the director of commerce and consumer affairs consider geography, topography, and expansion plans of existing cable systems when determining service areas for new cable franchises.

• Requires cable operators to provide service to residences in areas with minimum density of 25 homes per linear mile of distribution plant, unless at least three other video programming providers already serve that area.

• Exempts cable operators from service requirements where it is technically infeasible to provide service or where they cannot obtain reasonable access to necessary poles, ducts, conduits, or private property easements.

• Authorizes the director of commerce and consumer affairs to grant waivers from service deployment requirements.

• Effective date: January 2, 2050.
