Requires the behavioral health services administration of the department of health to convene a working group to compile resources about the impacts of excessive digital image screen time on children's and teenagers' mental health and relationships.

Working group must compile existing research on screen time effects, identify national websites with evidence-based screen time guidelines by age group, and list resources for parents on managing family digital screen time.

Working group limited to no more than two meetings and must be dissolved by June 30, 2021.

Working group must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2021 regular legislative session convenes.

Effective date July 1, 3000 (appears to be a drafting error for 2020).
