Requires the University of Hawaii John A. Burns School of Medicine to establish a loan forgiveness program covering tuition balances after grants and scholarships for medical students.

Recipients must sign a contract committing to practice medicine in rural areas (defined as zip codes with fewer than 30,000 residents) for at least five consecutive years after completing residency, subject to state parental leave provisions.

Recipients must submit annual evidence by June 30 confirming compliance with their rural practice obligation, including signed affidavits, employer verification, and documentation of rural residents served.

If a recipient breaches their contract, the University and Department of Health shall file a lien against the recipient for the prorated amount of tuition waived during the breach period.

Appropriates unspecified funds from general revenues for fiscal year 2020-2021, contingent on dollar-for-dollar matching from private or other public sources.
