Appropriates unspecified funds from general revenues for fiscal year 2020-2021 to plan and design a professional guide dog training facility on a designated portion of the state animal quarantine facility in Halawa Valley, Oahu.

Designates the Department of Agriculture to expend the appropriated funds for planning and design purposes.

Finds that professionally trained guide dogs increase employment opportunities and independence for Hawaii's blind and visually impaired community while reducing long-term care needs.

Identifies the state animal quarantine facility's unused portion (approximately 14.5 acres) in lower Halawa Valley as suitable for the guide dog training facility, as an environmental impact statement has already been prepared for the site.

Takes effect on July 1, 2050.
