• Authorizes naturopathic physicians to provide written certifications for medical cannabis use, granting them the same authority as physicians and advanced practice registered nurses.

• Requires naturopathic physicians to register with the Department of Public Safety pursuant to Chapter 329 and obtain any necessary federal Drug Enforcement Administration registration to certify medical cannabis patients.

• Adds cannabis for medical use to the naturopathic formulary while explicitly excluding narcotic drugs and controlled substances.

• Restricts naturopathic physicians from manufacturing, distributing, prescribing, dispensing, or conducting reverse distribution with any controlled substances within Hawaii.

• Effective date: July 1, 2050.
