Allows individual department schools and career pathway/academy programs to engage in commercial enterprises related to their educational purposes, including selling goods produced by these programs.

Designates student interns as "employees of the State" under Hawaii's workers' compensation law (chapter 662) when working in their capacity as student interns.

Exempts the Department of Education from compliance with procurement and civil service statutes (chapters 76, 78, 89, 103, and 103D) when making expenditures for commercial enterprise operations.

Permits the Department of Education to transfer net profits generated from school commercial enterprises to other department purposes of general benefit.

Authorizes the Department of Education to adopt administrative rules under chapter 91 to implement these provisions.
