Amends the definition of "employee-beneficiary" under Hawaii's employer-union health benefits fund to expand eligibility for surviving children of deceased retired members.

Allows unmarried adult children to retain beneficiary status if they are incapable of self-support due to mental or physical incapacity that existed before age nineteen, in addition to the existing age-based limitation.

Applies to beneficiaries of retired members from the employees' retirement system, county pension systems, and police, firefighters, or bandsmen pension systems of the State or counties.

Takes effect on July 1, 2050.
