Appropriates funds from general revenues to the Hawaii Technology Development Corporation for fiscal year 2020-2021 for three programs: Hawaii Small Business Innovation Research Program, Manufacturing Assistance Program, and Excelerator Program (specific dollar amounts left blank in bill text).

Conditions release of appropriated funds on the Hawaii Technology Development Corporation first encumbering $15,225,000 in general obligation bond funds from fiscal year 2019-2020, $6,500,000 from fiscal year 2018-2019, and $900,000 from fiscal year 2017-2018.

Establishes a working group within the Hawaii Technology Development Corporation to develop a strategic plan for a climate innovation technology park on Moku o Loe (Coconut Island) and recommend other state investments in climate change technology.

Working group composition includes deans and directors from University of Hawaii, Windward Community College, the Board of Education, and the Department of Business, Economic Development, and Tourism, plus representatives from community organizations.

Appropriates funds for the working group to submit its strategic plan and legislative recommendations to the legislature no later than twenty days before the 2021 regular session convenes, with the act taking effect July 1, 2050.
