HI SB2503

Establishes a time of transfer individual wastewater system inspection program within the department of health to oversee inspection and repair of individual wastewater systems at the time of property sale or transfer of ownership.

Exempts transfers between joint tenants or tenants in common, transfers to spouses, children, or parents, and transfers between spouses resulting from dissolution of marriage or legal separation.

Requires failed individual wastewater systems to be renovated within one year to meet current construction standards, with responsibility shared between current or prospective property owner by written agreement.

Defines individual wastewater systems as facilities including septic systems, aerobic treatment units, and cesspools that dispose of no more than 1,000 gallons per day of domestic wastewater, or greater amounts from buildings with highly variable flows.

Takes effect July 1, 2050.
