SB 2504 Summary

• Commences the transfer of the Oahu Regional Health Care System from the Hawaii Health Systems Corporation to the Department of Health, beginning with budget transfer by June 30, 2020.

• Establishes a working group comprised of representatives from the Oahu Regional Health Care System, Department of Health, and other state agencies to manage and implement the transition process, with a final completion deadline of June 30, 2022.

• Grants the Director of Health sole decision-making authority over all corporation board matters concerning the Oahu regional health care system from June 30, 2020, until transition completion.

• Requires the working group to develop a transfer framework including legislation, identify and transfer all property, assets, liabilities, contracts, and employees to the Department of Health while preserving employee rights and benefits.

• Effective date: July 1, 2050.
