Replaces the term "accident" with "collision" throughout Hawaii Revised Statutes sections 291C-12, 291C-12.5, 291C-12.6, 291C-13, and 291C-14 relating to traffic code violations.

Maintains existing penalties for leaving the scene of a collision: Class B felony for collisions involving death or serious bodily injury, Class C felony for substantial bodily injury, and misdemeanor for bodily injury.

Adds new surcharges to be deposited into the trauma system special fund: up to $500 for death/serious bodily injury collisions, up to $250 for substantial bodily injury collisions, and up to $100 for bodily injury or property damage collisions.

Preserves existing requirements for drivers to stop at collision scenes, provide information to involved parties and police officers, and render reasonable assistance to injured persons.

Takes effect upon approval.
