Requires all state agencies to contract internet services only with providers that demonstrate and contractually agree to support net neutrality principles where all internet traffic is treated equally.

Mandates state agencies add contract language requiring telecommunications, internet, broadband, and data communication service suppliers to abide by net neutrality principles.

Defines "net neutrality principles" as: providing access to all lawful content regardless of source; treating all data fairly without favoring, blocking, hindering, throttling, or prioritizing certain content; and not discriminating or charging differently based on user, content, website, platform, application, or other factors.

Requires the Director of Commerce and Consumer Affairs to monitor net neutrality including broadband and internet access services throughout the State.

Takes effect July 1, 2050.
