S.B. 2532 - Artisan-Scale Composting Program

• Establishes a new class of artisan-scale composting operations exempt from Hawaii Department of Health permitting requirements, provided operations are sited on industrially or agriculturally zoned land.

• Limits exempt operations to acceptance of no more than one cubic yard of organic waste per month (measured on monthly average), including green waste, yard trimmings, agricultural plant materials, and food waste.

• Requires that waste remain on-site no longer than 36 months, finished compost be applied by the same waste generator who owns the site, and operations not produce vectors, dust, or odors that unreasonably impact neighbors.

• Mandates artisan composters maintain documentation of waste amounts, types, and where finished compost is land-applied, with records available for department review upon request.

• Takes effect July 1, 2020.
