Amends Hawaii Revised Statutes Section 115-9 to explicitly include "beaches" and "beach parks" in the definition of protected public property that cannot be obstructed.

Creates tiered minimum fines for obstructing access to public property: $100 for first conviction, $1,000 for second conviction, and $2,000 for any subsequent conviction.

Applies to anyone who intentionally prevents public members from traversing public rights-of-way, transit areas, public transit corridors, or beach transit corridors through action or physical impediment.

Does not affect rights, duties, penalties, or proceedings that occurred before the effective date.

Takes effect July 1, 2050.
