Require the Department of Land and Natural Resources Division of Boating and Ocean Recreation to establish a pilot program paying vessel crews 50 cents per pound for eligible marine debris delivered to approved collection centers.

Pilot program shall operate from January 1, 2021 through December 31, 2023, focusing on collection of man-made marine debris including fishing nets, ropes, lines, and similar non-naturally occurring materials.

Appropriate funds from general revenues for fiscal year 2020-2021 to implement the marine debris collection pilot program (specific amount not filled in).

Appropriate funds from general revenues for fiscal year 2020-2021 to the University of Hawaii water resources research center to research and develop specialized equipment for removing plastic marine debris from beaches and shorelines.

Act takes effect July 1, 2030.
