Requires all retailers of certain household appliances in Hawaii to conspicuously display signage or text informing consumers of available energy efficiency rebates funded by the public benefits fee and Hawaii-specific energy operation costs based on statewide average residential electricity rates from the prior calendar year.

Applies only to household appliances displayed on retailer showroom floors that are required to display the Federal Trade Commission's EnergyGuide label as of October 1, 2020.

Mandates the public benefits fee administrator to create a template for the required signage or text and make it available to retailers by July 1, 2021, with updates at minimum once every five years.

Requires retailers to display the signage or text by January 1 of the calendar year following template availability.

Becomes effective October 1, 2020, and expands the public benefits fee administrator's duties to include educating appliance manufacturers, distributors, and retailers about the new requirements.
