Appropriates funding to the University of Hawaii to develop the Charles Atherton House and property in Manoa into a University of Hawaii Kupuna Center serving seniors.

The Kupuna Center would include an intergenerational lifelong learning and assisted living community, housing for health sciences students interested in geriatric care, and a healthy aging community resource center.

Establishes a new University of Hawaii Institute for Digital Health and Innovation focusing on telehealth and healthy aging in place, to be run by the university's office of vice president for research and innovation.

Funds the University of Hawaii system office of strategic health initiatives to staff and coordinate the UHealthy Hawaii initiative, which aims to improve senior health outcomes and address Hawaii's health workforce needs.
