Amends Hawaii Revised Statutes sections 87A-39 and 88-125 to allow certain University of Hawaii positions funded by the tuition and fees special fund to be exempted from state contribution reimbursement requirements through executive order.

Requires the University of Hawaii to submit annual reports to the legislature if positions are exempted from reimbursement, in conformance with executive order reporting requirements.

Codifies a cost-sharing agreement between the University of Hawaii and the Department of Budget and Finance to prevent the university from bearing fringe benefit costs that would otherwise necessitate increased tuition or staff reductions.

Applies exemptions only to positions authorized by the legislature whose salary costs are paid in whole or in part by the University of Hawaii tuition and fees special fund established in section 304A-2153.

Effective January 1, 2050.
