Prohibits agents of candidates listed on ballots from providing voting assistance to voters at voter service centers, expanding existing restrictions that already applied to employers, labor unions, and candidates themselves.

Defines "agent of a candidate" as a person who receives compensation from the candidate, candidate's committee, or is an official officer of the candidate committee.

Requires absentee voters to affirm in writing that neither their employer, labor union, nor any candidate or candidate's agent assisted them in completing their ballot.

Establishes that violations of these voting assistance restrictions constitute election fraud under Hawaii Revised Statutes section 19-3.

Takes effect January 1, 2021.
