Adds new section to Hawaii Revised Statutes Chapter 706 establishing penalties for assault and terroristic threatening offenses committed against sports officials

Allows courts to enjoin defendants convicted of assault in the first, second, or third degree against a sports official from attending sports events of that type for up to 12 months for a first offense

Prohibits attendance at sports events for life upon conviction of a second or subsequent offense against a sports official

Defines "sports official" to include umpires, referees, timers, scorers, and coaches, whether paid or unpaid volunteers

Defines "lawful discharge of duties" as performance of official functions from arrival at the venue until the official returns to their residence or business
