Amends Hawaii Revised Statutes §302A-1603 to create a 50% exemption from school impact fee requirements for certain housing projects within designated school impact districts.

Provides full exemption from school impact fees for affordable housing certified under §201H-36, government housing projects, and projects processed under §46-15.1 and §201H-38.

Exempts from 50% of school impact fees: alterations or expansions of existing dwelling units with no new units created, legally permitted accessory dwelling units, ohana dwelling units, and housing projects by the Hawaii Public Housing Authority.

Removes previous exemption language that covered all government housing projects and certain development processes, replacing it with a tiered exemption structure that provides partial fee relief to qualified affordable housing.

Effective date: July 1, 2025.
