Authorizes county land use decision-making authorities to approve district boundary amendments for land areas of 15-25 acres proposed for reclassification to urban district if at least 60% will be dedicated to affordable housing development, bypassing state land use commission review.

Restricts land use commission review to amendments involving conservation district lands, important agricultural lands, and land areas greater than 25 acres or land greater than 15 acres not meeting the affordable housing exemption.

Prohibits "parceling" of lands greater than 25 acres into multiple parcels for the purpose of circumventing land use commission review, with parceled lands treated as their original larger size.

Defines "affordable housing" as housing requiring purchasers to be perpetual Hawaii residents, owner-occupants, and owners of no other real property.

Takes effect December 31, 2050.
