Extends the Coffee Berry Borer Pesticide Subsidy Program sunset date from June 30, 2021, to June 30, 2025, allowing coffee growers to continue receiving subsidies for pesticides containing Beauveria bassiana.

Extends the pesticide subsidy program manager position and its exemptions from civil service and collective bargaining laws from June 30, 2022, to June 30, 2026, to allow processing of final-year subsidy applications.

Maintains existing subsidy caps: $600 per acre per year, $9,000 per year maximum per grower, and $6,000 per year maximum for the period after June 30, 2018.

Appropriates general revenues to the Department of Agriculture for fiscal year 2020-2021 for the pesticide subsidy program and the program manager position salary and fringe benefits (specific amounts not filled in).

Requires the Department of Agriculture to submit a report to the legislature by 2025 with findings and recommendations on whether the program should be extended or allowed to expire.
