Prohibits the Public Utilities Commission from approving any new or renewed power purchase agreements for coal-generated electricity beginning after June 30, 2020.

Prohibits the PUC from approving modifications to existing coal power purchase agreements that would extend the term or increase generation allowed under those agreements.

Requires all coal burning at electricity generation facilities to cease by December 31, 2022, with the Department of Health prohibited from issuing or renewing air permits for coal-burning electricity generation after that date.

Establishes Hawaii as the first state to ban coal for electricity generation, supporting the state's commitment to 100% renewable energy by 2045 and carbon neutrality by 2045.
