Prohibits imposing restrictions on driver's license issuance, renewal, or motor vehicle registration as penalties for unpaid monetary obligations accrued after the bill's effective date.

Exempts from the prohibition driver's license suspensions related to excessive speeding, lack of motor vehicle insurance, and non-compliance with child support orders.

Repeals Section 291D-10 (restrictions on driver's licenses and motor vehicle registration for unpaid traffic infractions) and Section 291-4.6 (driving after license suspension for non-compliance with support orders).

Removes language from traffic infraction statutes requiring courts to report unpaid fines to the director of finance for license and registration "stoppers."

Takes effect September 1, 2020, with traffic infraction provisions applying to citations issued on or after that date.
