• Establishes a new criminal offense for knowingly attaching objects to fences, gates, walls, or other structures or barriers without the owner's permission.

• Defines "object" to include tarps, ropes, signage, and any advertisement as defined in Hawaii Revised Statutes section 11-302.

• Classifies the offense as a violation; a second or subsequent offense within one year of a prior conviction is a petty misdemeanor.

• Allows property owners to detach unauthorized objects without delay or notice and protects owners from liability except for damages resulting from gross negligence or wanton acts or omissions.
