SB 2635 Summary

• Prohibits ammunition or shell casing sales unless the purchaser demonstrates they are the registered firearm owner or have been designated as an alternate on the firearm registration for ammunition purchases.

• Allows registered firearm owners to designate an alternate person on their registration who can purchase ammunition without being present, provided the alternate is not prohibited from firearm ownership.

• Requires licensing of ammunition sellers through the director of finance with a $10 annual fee, subjecting ammunition dealers to the same regulations as firearms dealers.

• Permits registered owners to obtain permits to purchase ammunition calibers other than those listed on their firearm registration if they demonstrate the firearm is capable of firing those calibers.

• Effective July 1, 2021; allows registered owners to manufacture ammunition for personal use and exempts ammunition purchases at firing ranges and for pre-1899 firearms from the registration requirement.
