Removes the phrase "at the time of the personal injury" from the average weekly wage calculation formula in Hawaii Revised Statutes Section 386-51, allowing wages from a broader period to be considered rather than only those at the time of injury.

Maintains existing provisions that average weekly wages must not be computed below the hourly rate multiplied by 35 hours, with exceptions for part-time employees working fewer than 35 hours per week.

Does not affect rights, duties, penalties, or proceedings that were established before the Act's effective date.

Takes effect on July 1, 2051.
