Amends Hawaii Revised Statutes Section 261-12 to require tour aircraft permit holders to equip aircraft with FAA-approved flotation devices and automatic dependent surveillance-broadcast (ADS-B) devices.

Prohibits tour aircraft permit holders from allowing the noise footprint of their aircraft to enter any occupied property.

Establishes that failure to comply with safety equipment requirements or noise restrictions results in denial or rescission of the permit.

Maintains existing permit requirements including identification of aircraft types, daily operation limits, FAA certification verification (Part 121 or 135), environmental impact assessment, and annual permit renewal.

Takes effect upon approval.
