Requires the Board of Education to hold no less than six community forums annually, with at least one forum held in each county, to discuss and receive input on public education and public library issues.

Designates that less than a quorum of board members shall attend each community forum, and specifies these forums are not for formulating educational policy.

Classifies community forums as permitted interactions under Hawaii's open meetings law (section 92-2.5) without commitment relating to votes, with board members required to report attendance and matters discussed at the next duly noticed board meeting.

Requires the Board of Education to include an open forum at the end of its regular meeting agenda to allow public oral testimony on any matter related to the board's jurisdiction, supervision, or advisory power.

Requires the Board of Education to report to the Legislature no later than twenty days before the 2021 regular session on efforts to amend policies to include open forums for public testimony; effective July 1, 2051.
